That is because Lord Allah has never changed the blessings which He has bestowed upon a people until they change it themselves; and indeed, Allah is All-Hearing, All-Knowing.
It is told in verse 13: 11: “Allah never changes the condition of a people until they change it themselves”. Impartial Lord has provided Good and evil for each soul. So male or female who utilizes Adhikr—the Book for Purifying—it is for himself; while anyone is blind upon It, It is against herself as explained in verse 6: 104. It is explained in verse 4: 79 that Good comes from Lord and evil comes from oneself. And it is told in verse 4: 78 that Adhikr—the Speech of Lord—can’t be understood to the soulless and worthless people. The Mercy and Bounty from Allah are Adhikr as explained in verse 4: 113.
